Looks like a Plafit brand chassis with a few homemade parts on that one.

The chassis is a German Schöler chassis.
These very basic, but durable and versatile chassis were much used some years ago here in Denmark for Scale classes.They were made both in steel and brass.
I have made quite a lot of cars for myself and friends using these chassis, especially smaller GT and Sportscars.
This one is a BMW 2002 i built several years ago, based on a car that were raced in Denmark in 1972 by Sven Engstrøm.
