...what wheels/axles are these?

 

I found them in a box of Ulrich HO scale truck parts; at first I thought they were from a T Jet truck (the tires they came with are certainly T Jet), but the axles are kinda small in diameter and don't have the "knurling" that my other axles have... (example also shown here):

Those are Aurora vibrator truck wheels and axles. 

 

Wheels will also fit T-Jet but plain axles are for vibrators.

 

They have to slide trough the drive drum on the rear.
