Not a Hot Wheels expert, but a cursory search netted this info. From e-Bay;
Apparently not a high dollar item. Part of a whole series of similar trucks, part of the Experimotor series. Not convinced it is appropriate for a 3 year-old.

I didn’t really need to know anything about this car.
I was just goofing on us guessing the year of the Ferrari yesterday.
It was one of the 5 cars I bought yesterday at Walmart to augment all the ones I have with bent axles.
As successful/popular my Hot Wheels track has become, I really underestimated the desire the kids have to crash them as hard as they can.
