I see and hear this guy pretty regularly, usually here at the Westmont PO.
I actually saw him, or a clone, yesterday, right after I saw the BMW 2002 and the Nova.
I could still hear him and he had to be at least a 1/4 mile away.

JDM imports are now a "thing", and a Skyline is one of the most desirable, especially with the GTR option package, or so I've heard.
I am not a doctor, but I played one as a child with the girl next door.

Here are the requirements on importing a car from outside the U. S.;

Here are some snippets from the NHTSA bulletin regarding importing "non-conforming vehicles". Certain cars that don't meet DOT, EPA, and NHTSA regulations can be imported, if they are given a VSA eligibility number. It might be able to be imported if it has a VSP eligibility number.
The Skyline does not have a VSA. It has a very low VSP number, so certain dealers and retail importers can bring them in under application. It has no VCP number, but most cars that do not meet federal regulations don't. But they can be "federalized" in most cases.
There is a loophole, ( surprise, surprise ). You, as an American citizen, can travel to another country for business or pleasure, buy a car while you are there, and bring it back with you without the car meeting the federal rules. You have to use it for a prescribed period of time while you are there. And you can do this only once in your lifetime. This is a little known gap, if you do a lot of traveling outside the U. S. you might know about it.
