On The Lead Lap

I was getting gas at our local Costco and saw this unique car. I asked if I could take a picture.
The elder gentleman said ,“Help yourself.” I could not recognize it and asked what it was? He said some name that I never heard of and cannot remember. He said it was a race car that was converted to street. I didn’t see any plates.
