The clip seems to have been part of a larger film and the quality of the in-car footage is not that great, who cares! Note that there is not a single guardrail anywhere on the course!

In post #3 of the above, what motor is that in the Scarab?

The engine shot is not of a Scarab.
Note the title which says "Bellini 3.6 (#159)". This was the made-up name of a car that was used in the production of a British movie called "School for Scoundrels" released in 1960. According to Wikipedia, "The car driven by Terry-Thomas, called a "new Bellini", is in fact a disguised Aston Martin DB3S."
So it is an Aston Martin engine.

A company was also considering a production run of "continuation" Scarabs- here is the prototype as it was shown at Auto Historica IX in Highland Park:
