It has nothing to do with rules.

 
To a large extent, I agree.
 
But what it has a lot to do with is the proper functioning of the organization, as my fellow BoD members will confirm is something they hear from me on a regular basis. Rules stability, communication, responsiveness, event support, publicity, racer recognition, etc. What else do racers really want?

And that is what makes Retro East so damn tough. The depth of good racers is tremendous. Even look at the qualifying times and how close they are.
