For reasons of efficiency, the R4 divided the racers into two groups and while group one is practicing, the other group is teching-in. And while one group is qualifying, the other group is going through tech. The process shortens the time to accomplish these pre-race tasks due to the overlap.
When I left the building, only group one qualifying had completed, so I don't know who TQ'd as I type this...

As cars at the R4 pass tech, they are "filed" by car number on this shelving unit, which allows for easy sorting when it come times to box up one of the groups for qualifying.

Howie was the first F1 racer to qualify and, as usual, he set TQ... as does every driver who qualifies first, right?
