Tempo, an HO set from... Yugoslavia!

Here's a recent - and unexpected - find on ebay France: the Tempo HO set from ex-Yugoslavia! 
A Ford Galaxie and Corvette Stingray came with this set, the other car is a Faller... Rather nicely done in fact, but have no idea what they mean by driver controlled steering! In addition to the interference suppressor on the cars, there are also two coils along the sides of the chassis, between the brushes and the pickups - absolutely no idea what those are for! 
The gear train looks a bit like that of Atlas in the USA, but not the rest, if I remember correctly. Could they have tooled up completely themselves to do this? Seems unlikely, but maybe we shouldn't underestimate Tito! 
According to the Rempini book on Slot Cars Made in Europe, it dates from 1965 - if I read that correctly! Seems kind of early.
