Best using what criteria? That's sort of like asking, "Who builds the best Retro chassis?"
My thinking is that there's no one "best" motor bracket and further that winning and dominating chassis have been built with just about every brand of motor bracket that's ever been available. Some guys even make their own bracket and they've been very successful at times as well.
The chassis design may affect the choice of motor bracket as well.

Another question - Can-Am for a flat track, Hillclimb, King track?? They're all built differently!

Use what you can get. Some are made of thicker brass which distort in crashes less, but then piano wire braces everything as needed. Wider ones need less added axle tubing.
Take your pick and take your chances...

The brackets supplied in the Duffy Heavy Industries War Beaver kits are stout. Not sure if he sells them separately.
I saw some nice solid milled pieces advertised in the second issue of 'Slot Cars Magazine'. They are made by Paul's Slots. One nice feature is the dual screw pattern for conventional and horizontal mounting screws. 1" wide.

They are made by Paul's Slots.
These sound like Paul Painter's brackets. The first milled bracket I saw was the 16D In-Slot, an Oregon hardbody club track that ran Deathstars in stock cars. I don't know if Paul was involved in manufacturing the In-Slot bracket or not. Next came BWA and then PM.
I intend to live forever! So far, so good.

I build my own, .032 plate with wire brace and wide as possilbe. I use a mild hypoid offset. Approx .525 motor to axle spacing. One of my favorite parts of building 100%.
