It's a short clip but a good one. This is the 1/6 mile Nutley (NJ) Velodrome, which was constructed in 1933 for bicycle racing. The first AAA-sanctioned midget race at Nutley was held on April 3, 1938, and this may in fact be film from that race.


Midget racing was extremely popular during its brief pre- and postwar heyday, which is shown by the nunber of fans in the bleachers in this clip.
