Gary, they're made by a racer named Jon who posts on Home Racing World & lives in Missouri. If you do a Google search on "Tire Razor" you will find a button to click on to get his email address. I don't own one, but I never heard of any used ones being available.

Professor Motor also sell a version in assorted colors.  It is used primarily for the 1/32 plastic cars where you need to true the plastic wheels while they are pressed assemblies.  Pop off the axle assembly and put it in the forks and grind the rims round before fitting aftermarket tires.  It is a 'must have' for Carrera car owners since many of their rims will not fit the tires available for them without alteration.  Set screw rims are machined true and cast eurethane and silicone tires only need minimal touching up.
