Our local club allows both the sealed Deathstar and the sealed Pro Slot 2002 16D motors in the FCR class. 

Is there a good way to compare motors on a power supply that shows amperage? It seems these motors vary greatly out of the package.

It seems these motors vary greatly out of the package.

Those motors need a little tinkering for sure.  Ask someone in the club to show you?
Straighten brush hoods?
Change springs?
Change brushes?
Glue endbell bushing?
Adjust can bushing?
Solder can bushing?
There sure were a lot of Deathstars sold before they became extinct... other folks here are way better and can help more than me.
