What the difference between an Intruder vs a non-Intruder arm? (say a Pro Slot X12 armature)?

Never forget that first place goes to the racer with the MOST laps, not the racer with the FASTEST lap

I've also wondered what the difference is between the Millennium II and Intruder blanks.

Resistance is pretty close between the two.

Intruder arms have thicker webbing on each winding of the armature which means there is more wire on each stack .  The Millenium has thinner webbing on each stack which means less wire even though it has the same number of turns of wire there is less wire .As a result it draws more current .
Intruder Arms are in general better on high power tracks .

Monty Ohren only sold his BOW arms in Intruder type unless you specifically asked for the Millennium type .

Edited for now.
