On the parma M7 F1 body does it have to have rear wheel opening or like the picture on IRRA rules page showing a painted trimed body with the rear cut up high behind wheels is legal? Rules state rear of body must not be below axle but nothing about how high it can be

Max height of rear is 1 3/8ths

You need to cut out the area for the axle/tires. You can leave as much of the rear intact to the rear trim line but no one does it.

Here is an example of one mounted.

I would think trimming it right up to the spoiler would allow it to flex more, negating some downforce.

If you don't cut out the rear wheel openings the body will drag on the tires.
