Is it legal to convert a Can-Am kit like JK to run in Stock Car class if wheelbase and other specs are met?

Sure is. As long as you meet the max. guide lead of .750", min. wheelbase of 4.5, and 3" max width, it will be good.
A motor is only as fast as the chassis it's in.

David,
If you look at the Stock Car chassis that Jersey John has been building you will see a JK Can-Am kit is used.
Here is the first one that I built a few years ago that JJ used for a model.

Why would it not be if you meet the spec measurements?
The width would be the most difficult to make but not a big problem.
