The rear end is from the Ulrich suspension chassis, and the motor is a Tradeship Mk-70 with adjustable timing.

And the Tradeship motor:
The Tradeship motor dates to at least mid 1963, and may have been available earlier than that.
The independent suspension rear end piece, part of a chassis Ulrich called the "Challenger", was first advertised in May 1964, so it probably dates to March or April of that year.
