Those were my first two guesses, but #3 looks too handsome, and #4's nose looks too sharp.

But who knows?

You're right on Jimmy Clark.

Just in his racing pictures, he has less Vitalis and isn't laughing.

I wouldn't be surprised if the woman over his left shoulder is Lulu/To Sir with Love.

Driver on the left in the picture doesn't look like Stewart to me. I just checked and in all of the early pictures with short hair Stewart's hair parts on the left side. The unidentified driver's hair parts on the right. I guess I have been watching too many cop shows!

I guess the fourth could be Jim Sullivan, an Australian driver (Brabham F3).

It would help to know when this pic was taken.

One would think that the racers are attending a racing event in the area and that this was just a side activity they enjoyed while in the area.

Allison was active between 1958 and 1961. I'm convinced the pic was taken in the mid-'60s. Sullivan seems more similar to me.

OK, here's the answer, found on an Austrailian WEBSITE featuring photos from the Jim Sullivan collection.
 
It's the last photo on the page and the caption is:
 
"Here's a photo every motor racing fan or driver would be proud to have in their portfolio! Jim Sullivan, Jim Clark, Graham Hill, and Colin Chapman play Scalectrix at a BRDC dinner/dance at Grosvenor House in 1965."
