If the commutator plates are not unhinged, normal ultrasonic cleaning and trueing the com will show the truth. The arm dye is not showing overheating. If the coils wires were discolored or a errant wire, I would not even do that. Tag looks intact, it is better than 50/50 to the good

at what point would you say an arm got to hot to reuse and just toss it ?
When it's performance starts to degrade. If the arm is an especially good one, all the more reason to have it refurbed than to replace it with one that may not run as well.
