I wonder if there is any spec/quality differences between the present Retro Hawk short shafts and long shafts except for the length of endbell side of motor shaft.
The can of long shaft motor is still engraved 7Rs?

Haruki,
The SCRRA has taken apart all versions of the Hawk Retro over the years and except for a few minor details, such as balancing procedures and the commutator wrapping, the motors are basically identical. Same wind, same magnets, etc.

Bryan is correct, the only difference is the length of the shaft itself. Everything else is identical.

Both of the two versions (long/short) are the cans engraved 'RRRRRRRRR' (9Rs)?

Here is what the M8 (long shaft Retro motor) looks like. Performance should be largely indistinguishable from the M28 short shaft motors.

Is the current long shaft Hawk Retro IRRA® approved for racing?

there was one batch (and I don't remember which) that had a higher % of "good" performing motors

A couple years back, an occasional R motor showed itself a little bit faster than the 7R motor. Today, the short shaft 9R motor has proven itself to be as fast as any batch of Retro Hawk motors ever produced based on track records that continue to be broken.
