I'm looking to buy a zapper that can zap cobalt and neo magnets in Australia or at very least the opportunity to get my magnets zapped by someone with a machine cappable of this service

They cost thousands. having them zapped is more cost efficient Unless they are the unzapped variety the question becomes Why?
The light at the end of the tunnel is almost always a train.

There are people in Australia that have a cobolt zapper . Another way is to send to Gill Andrews in New Zealand
