Is anyone familiar with this set and cars? Appears to have been made in Germany. The cars look like Carrera.

Looking to understand value as I want to make an offer to purchase.

I know of them, and have a few, but not much more; check out German ebay to get an idea of prices. The couple I have are incomplete and I paid about 10 euros each, just to give you a rough idea. 

 

From what I've read they're not very highly considered among the 6 major German manufacturers from the 60s and 70s.
