The USRA has announced that the host track for the 2020 Div 2 (Scale) Nats is:

Fast Tracks Hobbies
4420 Granite Drive, #E400
Rocklin  CA 95677

Dwight W. Adamson, owner

More info on schedule for this event will be found after 2019 Nats at the raceway's WEBSITE.

I have not been paying much attention to the USRA since all those involved resigned a couple years ago.

 

Who's running things now and what other raceway bid for the 2020 race besides Fast Tracks?

I'm not able to respond to all your questions, but here's some of the info.
 
The 2019 USA officers, according the website now being used, are:

National Director: Jason Holmes
Treasurer: Open
Div 1 Director: Steve Moore
Div 1 Tech Director: Gary Puetz
Div 1 Asst. Tech Director: Open
Div 2 Director: Jason Holmes
Div 2 Tech Directors: Jason Hooper & Jon Madtes
Div 2 Asst. Tech Director: Open

Note that I believe the former website is still online...

Unconfirmed rumor around the campfire is that the admin password for the former website is unavailable or something similar so it wasn't able to be updated. Instead a new USRA website was created. I guess the old site will eventually go off line when someone stops paying for the hosting? 

I have been told that the USRA has not yet approved the schedule proposed by the raceway for the 2020 Nats.
That's thirty minutes away. I'll be there in ten.

Yes, that is true and the dates were just submitted today.
