I buy water-release decal paper and make my own.
Obviously, buy the paper that is the type for your printer: Laser or Inkjet. This particular package is sixty eight cents per sheet. Of course toner/ink adds to the cost but it is certainly less expensive than buying from decal companies. There is a certain sense of pride having decals on your race car that are unique.

When a local hobby shop closed, I bought up its inventory of Fred Cady decals. I am still using them.
Otherwise, I have used Indycals and they are quite satisfactory. I also make some of my own by snipping the icon out of a photo on the internet, then modify it to make into a decal.

Check on sites (and eBay) that sell vinyl race car numbers for short track or modifieds. They usually have nice examples that you can use at least as a starting point.
Most page design programs that allow you to add and size graphics can be used.
Contingency and sponsor images can be found on manufacturer websites or racing team websites.
I put unusual sponsors on the example sheet above to show that I was actually creating something, not just showing a scan of an existing sheet. "Home Town Motors" is a text box that I added outlined text to. There are a good number of effects that you can add to text to make it unique.
NOTE: Few computer printers can print "white" without special equipment. Consider this when designing your sheets or use an underlay of white decal paper.
If you use these for your own projects, you should be OK. DO NOT sell any numbers or graphics that you obtain in this way.

I have used Jim Heller Decals on eBay. Lots of 1/32 and 1/24, great quality, good prices. Note that some are printed on color background to match a paint color.

The Camel Yellow 962C in this picture has decals I designed and printed on my color laser printer. The glare of the headlights interferes with the picture.
There is a race report in another thread about the 2.4-hour LeMans Enduro, including results, car specs, etc.

Another vote for Pattos Place. He has a huge database of race car decals on hand and can print them as waterslide or adhesive vinyl. He can even do a reverse print so you can use adhesive vinyl on the inside of a body for a very smooth look.
And ... he can print in a variety of scales. I've discovered that his 1/32 scale decals fit my 4" Stock Car bodies very well. Many of his decal designs are made in the style of a wrap .... just like modern stock cars use. I prefer to work with just the numbers and sponsors, so I simply request that he omit the background colors that I'm going to paint. https://www.pattosplace.com/home.html
