Quillen Engineering balancer II

Need operating instructions.Maybe where the guys that built these are or how to get ahold of them?? Anything will be great!!
Here's a picture of the balancer.

It is an armature balancer.

There was not much in the form of instruction sheets that came with that balancer.
I have experience on the Quillen machine..... not the most accurate, but better than razor blades.
That is a RC machine........ Quillen once built a slot version that I tested and used for a short time.

I owned one of those machines and they are extremely accurate.
We performed comparison testing against various balancers. . .
That is a dual plane strobe balancer and will do just fine balancing R/C arms.
I have not talked to Art in many years. If you track him down let us know, it would be interesting to know what new thing he is doing now.
Does it have the test blank? If not, you are dead in the water.

Greg Wells would certainly know, but I'm not aware of any function where you are notified when someone quotes your post.

I never get notified so either no one has ever quoted me, or the default settings is not to send a notification.
Regardless, I don't recall that last time John posted her.
