Yes you could... you actually could have torque monsters, 4-cylinder 2-liter engines with huge turbo boost, running at only 2500 rpm and easily pushing over 1000 ft/lbs or torque!

I once took a ride in a steam powered car (a Doble) and asked the driver about the transmission.... with steam power there is no trans.... it's all torque and you control the engine by altering the valve timing. It's a real stump puller...
