I'm thinking this is Italian in origin, primarily for the hinged motor mount, and as Slotstox says, the similarity of the front end to the Mini Dream frames.

Anyone have a clue?

Frankly, this chassis is no more strange than most other mid-'60s production chassis.
I am betting the design is period 1966 to 1969 and either Japanese or Italian.
