I'm thinking this is Italian in origin, primarily for the hinged motor mount, and as Slotstox says, the similarity of the front end to the Mini Dream frames.

Is "bizarro" really an Italian word?  :o

Frankly, this chassis is no more strange than most other mid-'60s production chassis.

I am betting the design is period 1966 to 1969 and either Japanese or Italian.

No. :)

Think of it as rendering a service to a humanity so hungry for knowledge.
