No, but Loctite is advisable to keep it that way. And you should use a measuring device to make sure the front and rear axles are parallel.
A brace across the front axle uprights is a good idea to avoid front axle misalignment, though a heavy wall shot will bend the entire chassis.
Inverting the guide tongue used to be a good fix but the newer chassis now seem to have integral tongues.
It's at least 60 year-old technology... so don't expect much. And if you maintain an "absolutely stock" rule and everyone is stuck with the same piece, what's the difference?

No difference. If everybody has the same equipment, that should make for super comptitive racing which translates to a good time.

I tend to use metal filled epoxy to strengthen the joint between the chassis and the axle mounting/motor uprights. I don't know if it helps anything but it makes me feel better.
