Could very well be Phil.  The history link above though says that they originally intended to produce

"small electric motors, as well as electric appliances, models, educational materials and toys,". 

Seems as though they were more than likely just casting a wide net (*which included models and toys from the beginning as something they saw as having good potential) instead of aiming at one particular industry.  Even at lower voltages though, side-loading in either "inline" or "sidewinder" applications would still be a problem for the original end bell and included oilite.  Then again, in the post World War II era, the "Made in Japan" tag meant "cheap and not good" to many people.  Boy how things have changed.

I should also mention that Steve has accumulated, organized and made really easy to view and access a wealth of information here.  It's nice to see it being used and referenced after his having put so much effort into it.
