No, not really.
To understand why this is happening, all you have to do is to look at the underlying motivations of the majority of the people (notice, I didn't say racers) complaining so consistently and bitterly.

Anyone else find irony in a racing series was setup to eliminate controversy over motors having this much controversy over motors?
I find it very interesting. I keep being told motors don't matter but they do.
I'm not the biggest fan of sealed motors but like them better then hand-out motor racing. At least when you show up to a race you know what you have instead of playing the lotto with hand-out motors. Just my opinion. I'll race sealed motors as long as racers keep showing up to races.

What are the arguments for and against hand-out motors?
We race the TSR Falcons only in our Falcon powered Turbo flex Can-Am and F1 classes.
Some perceive that there has been cheating happening.
What motor provides an "open and even" playing field?

I should clarify my "irony" post: it was not meant as criticism of the series, the rules, or the motors themselves. It was meant as a commentary of how a series of posts on a public forum always seems to be reduced down to **motors** and the when, where, why, what, and how they're not 100% exactly the same and how **someone**, some unknown customer, might have an advantage in getting the the rare mutant example.
I restrain myself to an occasional post here, as I do not race nor do I actively participate in any other way... but... there are those who are complaining about a $13 motor (2014 dollars). Using "1969" as the target date for the basis for many of the rules and philosophy of the Retro organizations, the $13 motor of today is a $2 motor of 1969. Please give some thought to that. In many ways the motor of today is a better piece than the 1969 motor.
